"Having successfully escaped from prison once again, the mentally deranged supervillain Toy Man has begun wreaking havoc on the streets, infuriating the local residents..."
His brows were furrowed.
"Israel's unilateral encroachment on Tansleba territory, disregarding UN sanctions, has further exacerbated tensions between the two countries..."
Blake looked to the other side, the world echoing in his mind:
"The Toy Man has escaped from prison again?! If someone commits such a heinous crime, they should be expelled from civilized society!"
"The victims' families are demanding answers about the cause of this tragedy. Fortunately, Superman arrived and prevented this terrorist attack..."
Blake slowly extended a palm.
"Soldiers killed in action in the Middle East..."
"Public opinion poll results show..."
The fist of this hand is covered in calluses and scars. It's the kind of hand someone who spends years in street fights would have.
"Where are the superheroes? Why can't he solve these problems...?"
Blake slowly clasped his hands together.
"If even national governments cannot take responsibility for their own actions..."

All the images suddenly stopped, and then the world went dark.

He let out a sigh of relief, then murmured to himself, "Honey, it's time to take your medicine."

A voice echoed in the darkness. Blake pursed his lips.
"Manchester Black, you'd better not pretend you didn't hear me when I'm talking to you."
Blake sighed.
"I see."
He waved his hand, and the darkness before him vanished. He opened his eyes and saw Amanda Waller sitting disgruntled in front of him.
This was Amanda Waller's most heavily guarded mansion. Blake's gaze lingered on the walls, which were covered with surveillance footage showing heavily armed guards everywhere.
The fact that the other party chose to meet him in this more private setting rather than at a military base is an act of asserting sovereignty and a way of demonstrating power.
But Blake wasn't opposed to it; he needed a reliable person in the government to help him achieve his goals.
Amanda Waller just took a shower.
Her hair was still wet, and her bathrobe clung to her barrel-shaped figure.
She shifted to a more comfortable position on the sofa.
"I warn you again, Manchester, the government is granting you law enforcement powers to push Superman and Batman to defect. Don't do anything irrational. Along with power comes responsibility."
They stared at each other for a moment.

Blake smiled.
"You'd better really know," Waller glanced at him. "Your attitude is making me a little worried."
Blake just smiled.
"Superman may just be a big blue guy who relies on brute force, but Batman standing behind him is a very serious problem."
Amanda Waller ignored Blake's noncommittal response and continued explaining on her own:
"After nearly four months, those idiots in the intelligence department finally sorted out the basic intelligence, and we now have every reason to believe that Batman has lost or abandoned some of his principles."
She pressed a button on her remote control, and Batman's image quickly appeared on the screen:
"Over the past few months, Batman has devastatingly destroyed all of Gotham's gangs with absolutely superhuman speed."
I always thought that with those wicked upper-class people in Gotham, fighting gangs alone would never be enough to stop Gotham's evil. But Batman has taught me a lesson.
Amanda rubbed her temples: "We finally determined that the Batman who solves thousands of crimes in one night is most likely Superman in disguise."
Using Superman's strength, along with recruiting those supervillains and the incident a few weeks prior where the supervillain Bane took away some of Gotham's supervillains, Batman actually managed to reduce Gotham's crime rate to zero through this superficial, stopgap measure. Now he can finally focus on dealing with Gotham's upper echelons.
"He has already sent more than 10 wealthy individuals and members of parliament to prison."
Amanda said, "The entire city has begun to fall completely under their control; he has almost single-handedly taken over the functions of the government."
"This is absolutely unacceptable."
Amanda said, "Gotham can get better, but not this way. Like Superman, it's destroying the most fundamental structure of human society; it's an anarchic dictatorship. And then there are their fanatical supporters..."
Blake remained silent. He knew the unspoken worry Amanda harbored: what would happen if Superman did the same thing to America?
Amanda Waller shook his head:
"Let's not talk about that anymore. What I'm telling you is this: absolutely, absolutely do not underestimate Batman. He's not the Batman I used to know who was cautious about government power anymore."
Who knows what he might do now? He might be listening to us right now while we're talking.
Amanda said:
"Superheroes are beginning to pose a threat. The U.S. government must take action to address these crises. Grab your team and get ready to get to work..."

The figure turned around.
"Whatever you think you're doing..."
The inverted shadows whispered wildly on the ground, the signal flickered, and white noise leaked out incessantly.
"If you pose a threat to the world, I... will crush you."

"Atomic Skull! He's escaped again," Louis said.
"He's gotten stronger, which may be why the nuclear energy suppression devices at Star Labs couldn't control him."
"Fortunately, they used Batman's unmanned, fully automated prison system. Although I don't think the guards at Star Labs are as easily bribed as the Arkham Guards—no offense intended—it seems that Batman's decision saved many lives."

Clark said.
